1、 Drafting background
In order to guide the main body of marine related production and operation in our city to operate in good faith according to law and standardize the credit management in the marine field, the municipal Marine Development Bureau drafted the measures for the classification and management of marine credit in Weihai City. The introduction of the document will make up for the shortcomings of marine fishery management in the single form of law enforcement, improve the ability and level of marine comprehensive management in our city, and provide a basis for further promoting the construction of marine credit system We should provide institutional guarantee. The main contents of the measures cover the collection of credit data, quantitative evaluation of credit behavior, differential supervision of credit subjects and the issuance of credit red and black list. In terms of management measures, we should give credit guidance to the general subjects, encourage the trustworthy subjects listed in the red list, focus on supervision and joint punishment to the serious dishonest subjects listed in the black list, and actively build a new supervision mechanism of "ocean + credit".
2、 Main contents
These measures are divided into seven chapters,
The first chapter is general. The scope of application, the division of responsibilities and information management principles of municipal administrative departments and district administrative departments are specified.
The second chapter is the content of credit evaluation. The field of credit evaluation and the method of credit information collection are specified in detail, mainly through law enforcement inspection, independent declaration of the main body of marine production and operation and notification by other institutions, focusing on the use of sea areas, marine ecology and resource protection, fishery production, aquatic product quality, implementation of marine and fishery related projects, marine statistical information filling, contract performance, labor employment, safety production, etc Credit evaluation should be carried out in the field of credit management.
The third chapter is about credit rating. According to the score, the credit subject is divided into five credit grades and adjusted dynamically according to the change of score. The credit information evaluation system of maritime production and operation entities adopts the comprehensive evaluation method, which is the summation of three parts: basic information benchmark score, good information plus score and bad information minus score. The credit files of maritime production and operation entities are divided into five grades: a +, a, B, C and D, which represent different credit levels respectively. The initial credit benchmark score is 80 points.
The fourth chapter is the red and black list management system. On the basis of credit rating evaluation, the red and black list is established, and the main contents of the red and black list, such as the procedures, the period of validity, the reasons for withdrawal, the ways of relief, and the information release, are specified in detail. After the red and black list is identified, it will be released to the public and pushed to the city's credit information platform for joint incentive or punishment within the city.
The fifth chapter is credit classification management. Based on the credit rating of the main body of marine production and operation, we should establish a differentiated supervision mechanism and take different management measures. We should encourage a + market players, guide A-class market players, educate B-class market players, warn C-class market players and punish D-class market players.
The sixth chapter is information collection and guarantee. It also stipulates the establishment of credit archives for the main body of marine production and operation, the submission of red and black list of marine credit, and the validity period of general credit information.
Chapter seven is the supplementary provisions. The term of validity and effectiveness of these measures are stipulated.
